The pursuit of energy security lies at the heart of recent tensions among the Horn of Africa’s countries and their neighbors. Amid these tensions, this essay proposes a break from the Biden administration’s policy of disengagement and stasis. Rather, renewed American diplomacy can strike a bargain between Egypt, Ethiopia, and Somaliland that would support regional democracy and stability and the free passage of American cargo in the Red Sea.
